Power games: Board vs. Secretariat

The Balance of Power between an Association's Board and its Secretariat has a always been factor of success (or failure) for any membership-based Organisation. Many factors define this balance and go beyond the by-laws. These factors change over time and greatly depend on the personalities of those in charge and the Association's Governance structure. 

The main focus remains to achieve a smooth relation that will guarantee the Association's sustainability and growth.
